CHILD - ONLY HEALTH INSURANCE

We have had several practices ask about parents that are losing their option for child-only health insurance.  Ironically, the fact that thousands of children will soon have fewer options for health coverage is a result of the Affordable Care Act (“ACA”).  The ACA mandates that all children have insurance, even those with pre-existing conditions; however, unless it is overthrown by the US Supreme Court, it will not take effect until 2014.  Several large Colorado insurance companies have opted to eliminate their child-only health policies in preparation of this mandate.  As a result, parents are now faced with either an expensive premium or no coverage at all.

ACCOUNTABLE CARE COLLABORATIVE CORNER


ACCOUNTABLE CARE COLLABORATIVE UPDATES



Enrollment in the Accountable Care Collaborative (ACC) increased by nearly 19,000 clients over the past month to an estimated 125,193. The ACC Advisory Subcommittees meet monthly. Anyone interested in being involved with the ACC program is encouraged to participate in the advisory process. For more information, please contact Kathryn Jantz at 303-866-5972.


ACC ELIGIBILITY ON THE WEB PORTAL



When eligibility is checked through the Colorado Medical Assistance Program Web Portal for a client who has been enrolled into the ACC, the eligibility screen will show (1) that the client is a member of the ACC Program; (2) the RCCO that the client belongs to; and (3) the client’s Primary Care Medical Provider (PCMP). ACC members who do not have a PCMP will have the RCCO name listed in the PCMP space. In other words, for ACC members who do not have a PCMP, the RCCO name will appear twice. It is important for all clients to have a PCMP.

Please encourage clients to contact HealthColorado (Denver Metro area 303-839-2120; Outside of Denver 1-888-367-6557; TDD 1-888-876-8864) to select a PCMP or provide them with the fax enrollment form.


MEDICAL HOMES FOR CHILDREN PAYMENT



Medicaid will continue to pay the current pay-for-performance reimbursement to all Children's Medical Home providers. This includes those who are participating as PCMPs in the ACC Program, through June of 2013. Medicaid had originally planned to discontinue Children’s Medical Home pay-for-performance reimbursements in July 2012 and transition these providers to per-member-per-month payments under the ACC Program. However, Medicaid is planning to work with the RCCOs and Children’s Medical Home providers during 2012-13 to determine the best way to integrate the two programs. In preparation of greater alignment between the two programs, Medicaid encourages all Children's Medical Home providers to contact the RCCO in their region to become a primary care medical provider in the ACC Program and to participate in ACC Advisory Committee discussions about integration of the programs.

IMMUNIZATION SERVICES POLICY



HCPF  implemented a new Immunization Services policy effective April 2, 2012. This policy clarifies the immunizations that Medicaid covers and the clients who are eligible for them. To view this policy, please Click Here.

For updates on Healthcare Common Procedure Coding System (HCPCS) or Current Procedural Terminology (CPT) billing codes, please refer to the annual Immunization Benefit Update bulletin (B1200315).


COLORADO ACCESS EXPANSION



The Child Health Plan Plus (CHP+) Program is happy to announce the expansion of Colorado Access into two additional counties effective July 1, 2012. The additional counties are El Paso and Teller. The expansion into the two additional counties will increase the services that will be available to Colorado’s CHP+ participants. Colorado Access will be the Primary CHP+ plan in both counties, with the State Managed Care Network providing the Pre-HMO and pre-natal benefits. CHP+ COPAYMENTS UPDATE



Beginning July 1, 2012, there will be a change in copayment amounts for some Child Health Plan Plus (CHP+) members. Clients in the State Managed Care
Network (SMCN) will receive new member ID cards in mid-June which will list their new copayment amounts. Clients in other managed care organizations will receive information about copayments from their individual plans. Please see a Summary of Copayment Changes on the CHP+ Web page. Visit the Web page often between now and July 1, 2012 for updates, sample letters to clients informing them about the changes, and other resources that will be posted on this site in mid-April.


COLORADO REGISTRATION AND ATTESTATION SYSTEM (CO R&A)


REMINDER: As of March 5, 2012, the CO R&A has begun accepting attestations for eligible professionals and hospitals in Colorado to receive Medicaid Electronic Health Record (EHR) Incentive payments for adopting Certified EHR Technology.

The CO R&A can be accessed through the Colorado Provider Outreach page at http://co.arraincentive.com. Centers for Medicare and Medicaid Services (CMS) EHR Incentive Program Registration and Attestation Site: https://ehrincentives.cms.gov/hitech/login.action.

Medicaid has partnered with the Colorado Regional Health Information Organization (CORHIO) and the Colorado Regional Extension Center (CO-REC) program to provide program coordination and assist with provider communications and outreach regarding the Medicaid EHR Incentive Program. ADULTS WITHOUT DEPENDENT CHILDREN (AWDC) LAUNCHES


The Adults without Dependent Children program (AwDC) launched April 1. The AwDC program will provide Medicaid benefits to 10,000 eligible adults, ages 19 through 64, who are at or below 10% of the Federal Poverty Level (FPL), do not have a Medicaid-eligible dependent child living in the home and who are ineligible for Medicare and other Medicaid programs. To date, more than 2,800 applicants have been determined eligible and placed on the waitlist. Applications will be accepted through May 15 and all applicants determined eligible between April 1, 2012 and May 15, 2012 will participate in a randomized member selection process. The initial randomized selection process will occur in mid-May and is limited to 10,000 clients. All others determined eligible, but not selected and those determined eligible after May 15, will remain on a waitlist for future randomized selection as spots become available. To assist your clients through the application and the enrollment process, the Department has several resources on the Benefits for Adults without Dependent Children Web page.


UPDATE: MEDICAID BUY-IN FOR WORKING ADULTS WITH DISABILITIES (ADULT BUY-IN)


Since launching the Adult Buy-In on March 1, more than 115 clients have been enrolled.
The Adult Buy-In program is for adults with disabilities ages 16 through 64, who are employed and whose income and/or resources were previously too high to qualify for Medicaid. The Adult Buy-In allows eligible clients to pay a monthly premium based on their income to access Medicaid benefits.


MEDICAID BUY-IN FOR CHILDREN WITH DISABILITIES (CHILDREN’S BUY-IN)


The Medicaid Buy-In Program for Children with Disabilities  (Children’s Buy-In) is being prepared for implementation! This program is part of the Colorado Health Care Affordability Act and is funded by the Hospital Provider Fee.

Beginning July 1, 2012, the Children’s Buy-In Program will be an option for children with a disability to receive health care coverage. Eligible families will ‘buy-into’ Medicaid benefits for their child by paying a monthly premium based on their income.

Best Practices in Action


BEST PRACTICE TOOLKITS


The Department of Health Care Policy and Financing has created toolkits around best practices to provide Primary Care Providers guidance on how to document and address issues of health promotion in Medicaid/CHP+ clients. Toolkits can be found at the Healthy Living website and include the following Healthy Living areas:  
•    Preventive Oral Health Services
•    Addressing Depression in Primary Care
•    Addressing Obesity
•    Addressing Tobacco Cessation

Toolkits include information regarding improved prevention, screening, diagnosis, billing, treatment, referral, and provider and community resources.  

Please note that there might be additional billing codes that your practice has not used before. CCHAP encourages practices to use the codes as outlined in the toolkits so that HCPF knows the level of work that practices are doing around prevention and can use the data to better understand the need for further resources and reimbursement in Colorado.
